Instructions
1. In a medium saucepan over medium heat, melt the butter.
2. Whisk in the flour and cook for 1-2 minutes until lightly golden, stirring constantly.
3. Slowly pour in the milk, whisking continuously to avoid lumps.
4. Add black pepper and garlic powder (if using), stirring until the sauce thickens, about 3-5 minutes.
5. Stir in the chopped dried beef and cook for another 2 minutes, ensuring the beef is heated through.
6. Toast the bread slices and place them on serving plates.
7. Pour the creamed chipped beef mixture over the toast.
